A Rio de Janeiro public prosecutor has opened an inquiry into alleged misconduct by Mayor Eduardo Paes over the construction of the golf course for the 2016 Olympics in a nature reserve.

Documents provided Friday by the Rio state public prosecutors' office show prosecutor Alberto Flores Camargo is weighing whether to bring charges against Paes.

An activist group called Golf For Whom alleges the city harmed taxpayers by allowing a private developer to build the golf course for the 2016 Olympics, to great financial gain. The activists allege the development company stands to earn $350 million on its $20 million investment.

The city allowed the course to be carved out of a nature reserve and changed area zoning to allow for the construction of luxury apartments.
