Stephen Curry's game-winning shot for Golden State in overtime Tuesday night against Dallas should have been a game-tying shot.

The NBA said the play that led to Curry's step-back jumper with 0.1 seconds left -- Jermaine O'Neal's block on Monta Ellis -- was goaltending.

O'Neal snatched Ellis' one-handed floater out of mid-air with 16 seconds left in a tie game.

The NBA ruled Wednesday that the shot was on the way down when O'Neal grabbed it, but that the "exact trajectory of the ball when touched was impossible to ascertain with the naked eye, and the play was not reviewable."

Golden State won the game 122-120.
