Free agent Smith has signed a one-year deal with the Eagles, though terms of the contract were not disclosed.
Smith, who captured a Super Bowl with the Giants in 2008, had been expected to re-sign with New York but has opted to join an Eagles team tipped by many for the Super Bowl this season.
"I think they're on the right path to winning a championship," Smith told the team's website (philadelphiaeagles.com). "It just seemed like a great fit."
Smith caught 107 passes in his Pro Bowl 2009 season, but suffered a season-ending knee injury last December and is still unable to practice.
Smith is the sixth Pro Bowl player acquired by Philadelphia this offseason, joining cornerbacks Dominique Rodgers-Cromartie, Nnamdi Asomugha, defensive lineman Jason Babin, quarterback Vince Young and running back Ronnie Brown.
