Of the people living in that district who were eligible to vote. So the people in that district they -- actually counted more. Then people in the neighboring district where most of the people living there were in fact eligible to vote. And that's what that's how it's used it. Now not surprisingly. I in most of these districts many of the states that are going to gain power aren't the so called Blue States they are. That there are states that generally votes. -- democratic candidate in presidential and congressional races. And that's why the FC EIU is very interested in seeing this happen is going to I think we use the number of Democrats."
