About the bill

The Bipartisan Budget Act was the two-year agreement between Sen. Patty Murray (D-WA) and Rep. Paul Ryan (R-WI) on discretionary spending levels. The bill allowed for higher discretionary spending, over the sequester level by $45 billion in FY 2014 and by $19 billion in FY 2015. The increases were split evenly between defense and non-defense discretionary spending. The increased spending is offset by $85 billion of savings in mandatory spending cuts and revenue increases over 10 years. On net, the act reduced the deficit by $23 billion over the 2014-2023 period, according to the CBO.
