Sen. Lindsey Graham made it loud and clear during Tuesday's undercard debate that he blames President Obama for the rise of the Islamic State, not George W. Bush.

During the second half the debate for low-polling Republican presidential candidates in Las Vegas, Graham laid into Obama for the rise of the Islamic State in Syria and Iraq, pressing that he, not Bush, is responsible due to his inability to adjust to the situation in the Middle East over the past seven years. Graham contrasted the two presidents pointing to Bush's approval of additional troops and counterinsurgency strategy in 2007.

"The surge worked," Graham told former Arkansas Gov. Mike Huckabee during the exchange. "It worked. George W. Bush made mistakes but he did adjust. I blame Obama for ISIL — not Bush."

"I'm tired of beating on Bush. I miss George W. Bush!" Graham railed. The South Carolina senator went on to say that the former president would have the U.S. better positioned than Obama does in the region.
