BIDEN WARNS HILLARY: ‘I HAVEN’T MADE UP MY MIND’
Detroit News: “Vice President Joe Biden said he had not made a decision on whether he will run for president… Biden made the statement in a roundtable discussion with reporters at the White House Monday including The Detroit News a day after former Secretary of State Hillary Clinton announced her run for the Democratic nomination. He said he has plenty of time to decide. ‘I haven’t made up my mind on that. I have plenty of time to do that, in my view,’ Biden said. ‘If I am wrong, I’m dead wrong, but there’s a lot the president and I care about that has to get done in the next two, three months and when you run for president you’ve got to run for president — and I’m not ready to do that — if I am ever going to be ready to do that.’”

“It’s a little early for endorsements since [Hillary Clinton] just announced yesterday. But here’s what I can say. She is talented, tenacious, was a great Secretary of State. She is a friend of mine and I think she would be an excellent president.” – President Obama speaking to WBNS.

Shadows linger - As Iraq’s prime minister arrives at the White House seeking billions in aid to keep up the fight against ISIS amid questions about deepening ties to Iran, Democratic voters will be reminded of one of their primary reservations about Hillary Clinton: her vote to authorize the Iraq war.

Ad hits Hillary on trust - America Rising is out with a new ad today that rakes through Hillary Clinton’s foreign policy record on Benghazi, Syria and Russia and domestic scandals past and present. The ad, called “Trustworthy?” concludes with a narrator voiceover saying, “Less than half say Mrs. Clinton is honest and trustworthy” and Clinton is heard saying, “I think I’m probably the most transparent person in public life.”

Ed Henry wants to know: When does Hillary meet the press? - “Monticello, IOWA -- Will Hillary Clinton start taking any actual questions from reporters – as well as voters – today? So far Clinton’s nascent presidential campaign has only been serving up tiny morsels about her road trip to this tiny hamlet in the eastern portion of the Hawkeye State. …

So we have learned that when she stopped in Pittsburgh Sunday night, Clinton ordered room service and -- as luck would have it -- the menu had a section labeled Scooby snacks. (Perhaps a hotel worker with a silly sense of humor).

Then of course there was Monday’s stop at a Chipotle south of Toledo. Again, we learned she had a chicken burrito bowl (with black beans and some guac). But the odd photo of surveillance video showing the candidate behind dark sunglasses showed no actual interaction with voters. …

The van finally made it to an undisclosed location here in Iowa on Tuesday, yet still no sign of an interview or press availability. Remember just yesterday Marco Rubio entered and did his tour of Fox’s Sean Hannity, ABC’s George Stephanopoulos and NPR’s Steve Inskeep. …

Nobody has been able to say the same to Clinton since she has not yet strapped on a helmet for an interview. Her aides say they will come later, for now she will focus on voters with her first event today with students and educators at a community college.

For now, the press corps is getting tiny morsels about her snacks. But we are getting a little, well, hungry.” Ed Henry. Read the whole dispatch here.

‘Relentlessly, insultingly vapid’ - WaPo’s Ruth Marcus was not a fan of Clinton’s video introduction: “For one, the video was relentlessly, insultingly vapid – a Verizon commercial without the substance. ‘Americans have fought their way back from tough economic times, but the deck is still stacked in favor of those at the top,’ Clinton said in what passed for a meaty message. ‘Everyday Americans need a champion, and I want to be that champion.’ Seriously, this makes Ronald Reagan’s gauzy ‘It’s Morning Again in America’ commercial look like a Brookings Institution seminar on economic policy.”

DOC FIX LOOKING ILL
The Hill: “The Senate is poised to vote Tuesday on a handful of amendments to a roughly $200 billion Medicare deal, according to three people familiar with the negotiations. Senate leaders are expected to enforce limited debate on the amendments, creating the high bar of 60 votes for passage, according to a lobbyist familiar with the talks. “We don’t want to amend this bill to death; we want three simple amendments,” Minority Leader Harry Reid (D-Nev.) said Monday from the Senate floor. Reid did not specify what proposals the amendments would contain. But two people familiar with the talks, including a Senate Democratic aide, said Democrats want a four-year extension of the Children’s Health Insurance Program, the removal of abortion-related language known as the Hyde Amendment and a repeal of the Medicare therapy cap.”

As tax day nears, Congress tells IRS to ‘stand down’ - The Hill: “Senate Finance Chairman Orrin Hatch (R-Utah) warned the IRS on Monday to stand down from any efforts to broaden out new rules governing social welfare groups. Two days ahead of Tax Day, Hatch told the IRS commissioner, John Koskinen, that any such move would undercut the agency’s efforts to regain the taxpayers’ trust. Koskinen took over the agency after the IRS acknowledged singling out Tea Party groups seeking tax-exempt status, a controversy that still rages almost two years later and caused many senior IRS officials to lose their jobs.”

WITH YOUR SECOND CUP OF COFFEE…
It was 150 years ago today, in a moment that would come to be seen as a tragedy for North and South, John Wilkes Booth, an actor and Confederate sympathizer, entered President Abraham Lincoln box in Ford’s Theater and killed the president with a single shot to the head. With a nod to the get-to-the-news fast gospel of today’s media, the Washington Post contrasts how several 19th century publications reported the assassination, one of the infamous moments in American history.  From the AP’s buried lead – readers learned that the play Lincoln was watching was a crowd-pleaser before they were informed that “the President had been shot” and his fatal condition was only revealed at the end of the write-up – to Washington Star’s positioning the assassination story next to an ad for “an Elixir of Love,” the Post shows how the media in a different era possessed its share of reportorial foibles.

RUBIO URGES: DON’T GO BACK TO LEADERS OF THE PAST
Wash Ex: “In an energetic, made-for-television stump speech from Miami's historic Freedom Tower, the Florida Republican [Marco Rubio] took square aim at President Obama, and by extension, his presumed Democratic heir apparent, former Secretary of State Hillary Clinton. ‘We can't do that by going back to the leaders and ideas of the past. We must change the decisions we are making by changing the people who are making them. That is why today, grounded by the lessons of our history, and inspired by the promise of our future, I announce my candidacy for President of the United States of America,’ Rubio said, before a packed room of approximately 1,000 cheering supporters and overflow crowd in an adjacent parking lot who watched on a jumbotron.”

Rubio’s limited edition swag sale - Emphasizing his drive to be the first Hispanic-American president, Team Rubio is enlisting supporters from the get-go with special “Day 1” swag at his campaign website today. The limited edition nature of the items for donors is emphasized by a countdown clock of “Time Remaining to Become a Day One Supporter.”

Rand gets a backhand - WaPo: “Newly-minted presidential candidate Marco Rubio (R-Fla.) on Monday stressed that he will not simultaneously seek re-election to the U.S. Senate while running for president, saying that would ‘diminish your ability to succeed’ -- indirectly taking a swipe at Kentucky Sen. Rand Paul, who is doing just that. “If you’ve decided that you want to serve this country as its president, that’s what you should be running for. And I find myself in a situation where my Senate seat comes up for re-election at the exact same time as the presidency,” Rubio told NPR’s Steve Inskeep in an interview released Monday evening.”

Jeb back to Ohio - Former Florida Gov. Jeb Bush heads to Columbus today for the Ohio Chamber of Commerce’s annual meeting.

Walker waiting to pounce - WUWM: “Gov. [Scott Walker] continues to send strong signals that he’ll run for president, but his announcement may not come for several months. The governor found himself getting a lot of attention early, following a speech he delivered to a conservative gathering in Iowa. Since then, several Republicans have entered the 2016 race, but not Walker. John Rink is a political science professor at UW-Platteville. He says the governor does not want to be overshadowed by other announcements. Rink thinks it would be a smart move for the governor to announce this summer. The professor says by that time, many of the serious candidates will have declared and Walker would have the spotlight to himself...The delay would also allow Walker to get his ducks in a row, according to UW-Stevens Point Political Science Professor Dennis Riley.”

Huckabee on immigration: Nobody will ‘play by the rules’ - Daily Caller: “Former Arkansas Gov. Mike Huckabee, making moves ahead of a likely GOP campaign for president, is releasing a video that focuses on illegal immigration and helping ‘every American earn his or her maximum wage.’ The web video, shared first with The Daily Caller, will be disseminated by Huckabee’s America Takes Action political organization on Tuesday.”

Christie looking for foothold in Granite State - Gov. Chris Christie (R-N.J.) continues his “Tell It Like It Is” tour at the New Hampshire Institute of Politics today in Manchester, NH.

[New Jersey registered voters think Christie would not make a good president, according to a Rutgers-Eagleton Poll out today. Just 24 percent think Christie would be a good president, while 69 percent say he would not, a 10-point increase in negativity since a February poll.]

Carson going through with it - Wash Ex:Ben Carson will announce his presidential plans on May 4. Carson, a retired neurosurgeon and conservative darling, will announce whether or not he will seek the 2016 Republican presidential nomination from the Detroit Music Hall Center for the Performing Arts, officials said Monday.’

SOUND OFF: READERS RESPOND TO 2016 POWER INDEX
“I personally believe we need a new face, a new perspective, and a new approach. If we run with Bush, it will just be a replay of years past. With fresh faces and ideas, the GOP has a perfect counterpoint to tired and not-true Hillary. I personally am leaning towards Rubio and wish/hope he would choose a female running mate. Condoleezza would be great; I am still learning about  Carly but fear she is too tied to Wall Street (whether deserved or not…”Karen Highfield

“I believe Scott Walker has the best chance of being the Presidential nominee. He has survived a recall election, attacks from the union, and the left and has maintained his commitment to  the people of Wisconsin. He has proven leadership qualities and strength of character.” – Pamela Sweet

“I like Rubio a lot, but Obama has soured me on first term senators! Rubio does have much greater appropriate experience, but not enough hands on experience such as governing a state or functioning as a business leader.” – Vickee Wheatley

“Walker is the man to beat and has my vote until I am convinced otherwise.  Republicans need a Governor, an outsider who has experience governing.” – Jim Burgess

“A Rubio/Fiorina ticket would be potentially strong.  Rubio will help with the sought-after Hispanic/Latino vote, and Fiorina will take the Dems “war on women” campaign out of commission.  They are both well-spoken, and seen as “authentic”, which seems to be a thread in this presidential race.” – Madeline Shwarz

“I like Walker but think Rubio is much better communicator .... Walker has stumbled with the press and they can be brutal with their Democratic Agenda:   I think Marco is quicker on his feet to see thru duplicitous questions in interviews.  Fiorina for Veep!   Bush doesn’t have a chance.  His last name will drown his chances no matter how well qualified.” – A. Pisacano

“Best candidate in my mind is John Kasich.  He can win.” – Joe Hartmeyer

HE’S REALLY INTO THAT WHOLE ‘FOLLOWING IN ROMNEY’S FOOTSTEPS’ THING
Former Massachusetts Gov. Deval Patrick, a Democrat, joined the private equity firm Bain Capital, the New York Times reports. Bain Capital, founded by Mitt Romney, was a focal point of criticism for Deval’s close friend President Obama in the 2012 elections.

LOOKS LIKE SOMEBODY HAD A CASE OF THE MONDAYS
KIRO: “An Alaska Airlines flight was forced into an emergency landing Monday after a worker was heard screaming from the cargo hold. … “He told first responders who spoke with him that he boarded the cargo hold and was taking a nap prior to the aircraft taking off,” said Bobbie Egan, Alaska Airlines spokeswoman. … ‘All the sudden we just hear some banging right under our feet,’ said passenger Jamie Davis… Davis said two Air Marshals jumped into action trying to keep the panicked worker calm. ‘He just kept banging, and at some point--the marshal made himself known he started banging back and he yelled really loud and said we’re getting ready to land! hold onto something!’”

AND NOW, A WORD FROM CHARLES…
“Basically, [Marco Rubio is] saying, ‘Do you want old, or do you want new?’ And he’s also implying - versus Jeb Bush - Do you want privileged or unprivileged? And I’m the one.’ I mean, that’s his attractiveness.” – Charles Krauthammer on “Special Report with Bret Baier” Watch here.
