BIDEN WARNS HILLARY: ‘I HAVEN’T MADE UP MY MIND’
Detroit News: “Vice President Joe Biden said he had not made a decision on whether he will run for president… Biden made the statement in a roundtable discussion with reporters at the White House Monday including The Detroit News a day after former Secretary of State Hillary Clinton announced her run for the Democratic nomination. He said he has plenty of time to decide. ‘I haven’t made up my mind on that. I have plenty of time to do that, in my view,’ Biden said. ‘If I am wrong, I’m dead wrong, but there’s a lot the president and I care about that has to get done in the next two, three months and when you run for president you’ve got to run for president — and I’m not ready to do that — if I am ever going to be ready to do that.’”

Ad hits Hillary on trust - America Rising is out with a new ad today that rakes through Hillary Clinton’s foreign policy record on Benghazi, Syria and Russia and domestic scandals past and present. The ad, called “Trustworthy?” concludes with a narrator voiceover saying, “Less than half say Mrs. Clinton is honest and trustworthy” and Clinton is heard saying, “I think I’m probably the most transparent person in public life.”

Ed Henry wants to know: When does Hillary meet the press? - “Monticello, IOWA -- Will Hillary Clinton start taking any actual questions from reporters – as well as voters – today? So far Clinton’s nascent presidential campaign has only been serving up tiny morsels about her road trip to this tiny hamlet in the eastern portion of the Hawkeye State. …

So we have learned that when she stopped in Pittsburgh Sunday night, Clinton ordered room service and -- as luck would have it -- the menu had a section labeled Scooby snacks. (Perhaps a hotel worker with a silly sense of humor).

Then of course there was Monday’s stop at a Chipotle south of Toledo. Again, we learned she had a chicken burrito bowl (with black beans and some guac). But the odd photo of surveillance video showing the candidate behind dark sunglasses showed no actual interaction with voters. …

The van finally made it to an undisclosed location here in Iowa on Tuesday, yet still no sign of an interview or press availability. Remember just yesterday Marco Rubio entered and did his tour of Fox’s Sean Hannity, ABC’s George Stephanopoulos and NPR’s Steve Inskeep. …

Nobody has been able to say the same to Clinton since she has not yet strapped on a helmet for an interview. Her aides say they will come later, for now she will focus on voters with her first event today with students and educators at a community college.

‘Relentlessly, insultingly vapid’ - WaPo’s Ruth Marcus was not a fan of Clinton’s video introduction: “For one, the video was relentlessly, insultingly vapid – a Verizon commercial without the substance. ‘Americans have fought their way back from tough economic times, but the deck is still stacked in favor of those at the top,’ Clinton said in what passed for a meaty message. ‘Everyday Americans need a champion, and I want to be that champion.’ Seriously, this makes Ronald Reagan’s gauzy ‘It’s Morning Again in America’ commercial look like a Brookings Institution seminar on economic policy.”

DOC FIX LOOKING ILL
The Hill: “The Senate is poised to vote Tuesday on a handful of amendments to a roughly $200 billion Medicare deal, according to three people familiar with the negotiations. Senate leaders are expected to enforce limited debate on the amendments, creating the high bar of 60 votes for passage, according to a lobbyist familiar with the talks. “We don’t want to amend this bill to death; we want three simple amendments,” Minority Leader Harry Reid (D-Nev.) said Monday from the Senate floor. Reid did not specify what proposals the amendments would contain. But two people familiar with the talks, including a Senate Democratic aide, said Democrats want a four-year extension of the Children’s Health Insurance Program, the removal of abortion-related language known as the Hyde Amendment and a repeal of the Medicare therapy cap.”

As tax day nears, Congress tells IRS to ‘stand down’ - The Hill: “Senate Finance Chairman Orrin Hatch (R-Utah) warned the IRS on Monday to stand down from any efforts to broaden out new rules governing social welfare groups. Two days ahead of Tax Day, Hatch told the IRS commissioner, John Koskinen, that any such move would undercut the agency’s efforts to regain the taxpayers’ trust. Koskinen took over the agency after the IRS acknowledged singling out Tea Party groups seeking tax-exempt status, a controversy that still rages almost two years later and caused many senior IRS officials to lose their jobs.”

Rand gets a backhand - WaPo: “Newly-minted presidential candidate Marco Rubio (R-Fla.) on Monday stressed that he will not simultaneously seek re-election to the U.S. Senate while running for president, saying that would ‘diminish your ability to succeed’ -- indirectly taking a swipe at Kentucky Sen. Rand Paul, who is doing just that. “If you’ve decided that you want to serve this country as its president, that’s what you should be running for. And I find myself in a situation where my Senate seat comes up for re-election at the exact same time as the presidency,” Rubio told NPR’s Steve Inskeep in an interview released Monday evening.”

Walker waiting to pounce - WUWM: “Gov. [Scott Walker] continues to send strong signals that he’ll run for president, but his announcement may not come for several months. The governor found himself getting a lot of attention early, following a speech he delivered to a conservative gathering in Iowa. Since then, several Republicans have entered the 2016 race, but not Walker. John Rink is a political science professor at UW-Platteville. He says the governor does not want to be overshadowed by other announcements. Rink thinks it would be a smart move for the governor to announce this summer. The professor says by that time, many of the serious candidates will have declared and Walker would have the spotlight to himself...The delay would also allow Walker to get his ducks in a row, according to UW-Stevens Point Political Science Professor Dennis Riley.”
