Sen. Tom Coburn, R-Okla., has just released a 7-page document outlining what his spokesman says are the senator's "concerns" with the 9/11 first responders health legislation, with Coburn saying, "The United States of America does have an obligation to provide for those devastated by the tragic events of September 11, 2001. It is not unpatriotic, however, to express concerns with the specific approach of H.R. 847, the 9/11 Health and Compensation Act of 2010."

Some of the highlights:

*Overlap in compensation funds.

*"Re-opens the 9/11 Victims Compensation Fund (VCF), despite the fund's original intent to be temporary in nature and a recent $815 million settlement that addressed gaps in compensation funding."

*Provides "overly generous funding" to victims.

Coburn, who is deeply concerned about the rising debt and deficits in the country, has long been concerned about creating new entitlements.  He repeats that concern with this bill.

The senator also criticizes what he says are tax hikes in the bill "through protectionist and counterproductive revenue increases."

Coburn's spokesman does say that the senator is working with bill supporters on an agreement for a vote in lame duck.
