He hasn't even started his first day in the Senate yet, and already, Senator-elect Rand Paul (R- Ky.) is endorsing a plan that could shake up Washington. Paul is one of a group of Senators trying to ban earmarks.

Paul said during an interview with Fox News on Sunday, "I think ear markings are bad. There is some symbolism. Definitely the symbolism is bad. And, I think it encourages people to vote for large appropriations bills, because all of a sudden Mrs. Smith gets a museum in your hometown."

Recently, there was some confusion about where the Senator-elect stood on the issue. An article posted last week in the Wall Street Journal quoted Paul as saying earmarks "Are a bad ‘symbol' of easy spending, but that he [Paul] will fight for Kentucky's share of earmarks and federal pork, as long as it's doled out transparently at the committee level and not parachuted in the dead of night."

Paul clarified his stance on Fox News saying, "I'm opposed to ear marking and I won't use ear marking personally. I have taken a pledge. There is a Citizens Against Government pledge that I took during the campaign. It was confusion over a reporter not understanding what I was saying."
