The Utah House has approved a revamped bill on abortions after Gov. Gary Herbert raised concerns.

The bill still would make abortions not performed by a doctor through a medical procedure illegal.

A nearly identical bill had already cleared the Legislature, but Herbert was concerned it could lead to criminal homicide investigations or charges against women who have unintentional miscarriages, like if they crash while skiing while pregnant.

The bill's sponsor, Rep. Carl Wimmer, says that never would have happened, but he agreed to some changes.

The new version says a woman is not guilty of criminal homicide if the abortion is caused by a reckless act of the woman.

House Bill 462 passed 55-15. It now advances to the Senate, which wants to pass the bill by Monday.
