Before leaving the White House for a trip to New Orleans Thursday, President Obama signed the Enhanced Partnership with Pakistan Act of 2009, also known as "Kerry-Lugar-Berman."
The bill provides $7.5 billion in aid for economic and social programs in Pakistan and was seen by Pakistani officials as a US attempt to micromanage their country's government, which is engaged in a battle against violent extremists. Lawmakers who crafted the bill did their best to assure its leaders that was not the case and a White House statement upon the President's signing of the bill noted the collaborative efforts of the two governments, "This Act formalizes that partnership, based on a shared commitment to improving the living conditions of the people of Pakistan."
The bill was passed unanimously in Congress.
