We’ve been supportive of Merida and will continue to be. Already seen resources, equip transferred to help Calderon in courageous efforts to fight cartels. Also undermining institutions like police. Unless stopped, will be damaging to the country.

Biggest violators of human rights right now is traffickers.

HARPER: Imposition of Visas due to dramatic rise in number of bogus refugee claims from Mexico into Canada. Has nothing to do with actions of Mexican govt which continues to work with us.

Underlying problem is in Canadian refugee laws. Simply far too easy in Canada to make bogus refugee claim. It’s unfair to legit refugees.

Will work with Mex authorities to try to limit prob. Very diff to control other than thru imposition of Visas.

CALDERON:

Mexico's battle against organized crime is to protect human rights of people.

Have right to work without being molested.

We have strong commitment to protect human rights of everybody.

This is how will continue to be. This is how armed forces will act. Scrupulous effort to protect human rights.

Anyone who says contrary will have to prove—where authority has not acted in correct way.

We have met commitment and will continue to do so. Not because of Merida initiative but b/c we support human rights.

Mid-terms: Don’t know if doing prognosticating about mid-term elex which are over yr away (makes sense). I think we will do just fine.

On HC reform: amer ppl will be glad we acted. 

I’m not looking in terms of political calculations. Looking long-term for what’s best for country. Long term: people thought I wouldn’t win presidency

Immigration: if we continue on our path, will keep having situation where it's dangerous, employers exploiting workers and giving less than minimum wage. It’s causing on-going tensions inside US. Not fair, not right.

Napolitano coordinating discussions and would anticipate before year is out we’d have draft legislation and ready to move fwd. Next year, in position to start acting. Am I going to be able to snap fingers and get done? No. There are those who will say path for legalization of illegal immigrants (unfair). I would have that debate no matter what my polls are. I’m confident we can get it done.

Honduras: I know question wasn’t directed at me, but wanted to make point.

Zelaya removed from office illegally. Have cooperated with all bodies in sending that message. If critics think ok to act (like this) then maybe there’s some hypocrisy involved in approach to US-Latin American relations that is not going to guide my admin’s policies.

 

CALDERON:

President has responded to issue on Honduras… to build the international actions that have been taken.

This is not about a person or anther. It’s not about Zelaya. It’s about international legal framework.

Contradiction highlighted by Obama: those who argued against intervention of the US in the region (now want America to get involved).

OAS countries must act on our own account, but in line with international law.

 

HARPER:

Napolitano and other officials meeting regularly

Let me be clear from Canadian perspective: we look at our border as line btw two closest countries on earth. There’s not a threat to US that isn’t threat to Canada. Want to address same security issues. Don’t want to impede social interaction.

Also weigh in as friend of US on question posed to obama: I would be really fed up with hypocrisy if I were American.

Mexico and Canada are involved in mediation effort. US has very forcefully articulated concerns.
