LONDON -- Secretary of State Condoleezza Rice says the people who waged the terrorist attacks in India must be brought to justice.

Rice said earlier Monday that the United States expects full cooperation from Pakistan with the investigations into the attacks in the financial capital of Mumbai (moom-BYE) that have claimed over 170 lives, including several Americans.

She appeared at a joint news conference Monday in London with British Foreign Secretary David Miliband. Rice said it is not enough for nations that are victims of terrorism to merely condemn these acts but said these countries must cooperate to stop the terrorists.

Rice will travel to India later this week. She said world leaders must be committed and decisive in "following up whatever leads there are, in making sure that the people who perpetrated this act are brought to justice."
