Wisconsin Gov. Scott Walker notified unions Friday that he intends to start laying off state workers in a month because of the budget bill stalemate. State Senate Democrats have fled the state, blocking Republican lawmakers from taking action on Walker's plan to eliminate collective bargaining rights for most public-sector workers as part of Walker's plan to balance the state's budget. Walker argues that without that concession from unions, layoffs are necessary.
