Farmers Branch-based Downing Labs had previously announced that it would hire an independent expert to monitor operations. On Monday, the Justice Department announced that Downing, its owners and top pharmacist had agreed to a permanent injunction against any interstate distribution of adulterated drugs.

Downing Labs said in a statement Monday that it had received no reports of adverse reactions to any of its products. Nevertheless, it said has toughened its production methods and would be inspected by its independent monitor and Food and Drug Administration representatives.
