Kelly Osbourne does not think Catherine, Duchess of Cambridge's practice of recycling clothes warrants high praise.

During an appearance Wednesday on "The Tonight Show with Jay Leno," Osbourne said if she were in the Duchess' shoes, she would "get a new dress every day."

"In England they're like, 'Look how thrifty she's being, showing the British public that the royals are in a recession as well,'" Osbourne said, after the 29-year-old newlywed was seen at the wedding of Princess Anne's daughter Zara Phillips in outfits she had worn before.

"Well, I'm sorry but if I had that job I would only wear it once," the 26-year-old daughter of British rocker Ozzy Osbourne said.

"If I am going to be the future bloody Queen of England I'm gonna wear that dress once because I'm giving up the rest of my life, all of my privacy, at least I can get a new dress every day," added Osbourne, who appears as a panelist on the E! TV series "Fashion Police."

At a reception the night before Phillips wed rugby player Mike Tindall last weekend, Catherine wore the same green silk Diane von Furstenberg frock she debuted at an event in Los Angeles in July.

Then for the wedding itself, she chose a cream-colored brocade coat she had worn to the wedding of Laura Parker Bowles, Prince Charles' step-daughter, in 2006.
