If, despite spending $80 billion a year on its intelligence community, the U.S. government is unable if called upon to identify, understand, contact and support the best of the Libyan freedom fighters, then President Obama is failing to manage the national security apparatus.

The centerpiece of the White House response to the unrest currently engulfing the Qaddafi regime has been a U.N. Security Council resolution prohibiting arms sales to Libya. But this cannot possibly help rebels in the near term, when their fate is likely to be decided.

History will clarify what events on Thursday led to the expectation that Egyptian dictator Hosni Mubarak would step down, only for Mubarak to announce that he would remain. By making a transition to real democracy less likely and clear, the chance of much a worse option in Egypt only increases.
