It appears that cuts in troop strength will arrive right on time by President Obama’s political schedule. Furthermore, a massive reduction in Afghanistan by the 2012 U.S. elections seems likely. Mr. Obama has done little to dispel a well-earned reputation for incompetence in foreign affairs.

If the mission is getting rid of Col. Muammar Qaddafi—which it ought to be—then let’s get on with it. We should state this obvious goal clearly and augment the rebels’ ability to take Tripoli.

Despite the fact that the future courses of places like Iran, Egypt, Libya, Syria and Yemen will have an impact on American security and our way of life, events have basically been left to follow their own course, both during and after revolutions. White House policy is non-existent. Why?

President Obama has informed the world that Usama bin Laden is dead. Since Al Qaeda attacked the United States of America on 9/11 thousands have paid the ultimate price. Real progress has been made, not the least of which was Sunday’s killing of bin Laden. But the threat—and the burden—remain.

To end the emerging quagmire in Libya, President Obama should take steps to aid a rebel victory on the ground. Ending the war quickly and favorably is the most humane path for Libya, and the one that advances U.S. interests. But we need not risk American lives or money.
